Provincial
Government A
Provincia (Province) is created by the Senate, which also appoints a governor
(Propraetor) to administer it. The
Senate may also appoint a Quaestor to assist the governor in financial
matters. Provincial governors hold the
power of Imperium withion their provincia and have the honor of being
preceded by six lictors. They are
responsible for the day to day administration of their provincia and may
appoint both legati and scribae to assist them. Finally, they have the
authority "To proclaim those edictae necessary to engage in those tasks
which advance the mission and function of Nova Roma, solely within the jurisdiction
of their provincia." The title of
a governor varies depending on his or her position along the Cursus Honorum.
Acting consuls and praetors are called by their current title. Ex-consuls aree referred to as
proconsuls. Ex-praetors and other
citizens holding the office of governor are called propraetors. Provincial
Praetorium The
Praetorium is the office of the propraetor, or governor, of a Nova Roman
province. The current Provincial
Praetorium is located in Nashville, Tennessee Regio, Provincia America
Austrorientalis, America Septentrionalis.
The Propraetor America Austrorientalis is assisted by a staff like
that of a present day government. Concilium
Provincia For
administrative purposes, the Provincia America Austrorientalis is divided
into five Regiones, each of which is assigned a Preafectus Regio (Rank of
Legate), who deals with the day-to-day running of his or her Regio. The Concilium Provincia consists of all
Praefectii Regiones appointed to provincial offices. The Concilium Provincia
keeps the Propraetor informed of the conditions in the Provincia and offers
their advice to the Propraetor. Cohors
Propraetoris The
staff personnel of the Praetorium, Cohors Propraetoris, handle areas like the
treasury, the military, interprovincial relations, and public games and
gatherings. The Cohors Propraetoris
consists of all the assistants (legati and scribae) of the Propraetor America
Austrorientalis. All
members (Legati and Consiliari) of the Consilium Provincia are part of the
inner circle of the Cohors Propraetoris. All other officials appointed by the
Propraetor are parts of the outer circle of the Cohors Propraetoris. This does not mean that they lack in
importance. On the contrary, they each
have an important field of responsibility. The
whole Cohors Propraetoris is the modern equivalent of the followers of the
provincial Governor of Roma Antiqua. The Propraetor's retinue was in many
respects a military one; they all acted in a foreign country that could be
hostile. We will also act in a
non-Roman country, but let's hope that it isn't a hostile one ;-) As
the governors of the old days, the Propraetor expects a certain loyalty,
discipline and unity from the Cohors Propraetoris. The members of the Consilium Provincia
should, as a kind of General's staff, set an example in this and all Roman
behavior to the rest of the Cohors Propraetoris. Propraetor (Governor) -
